Org. Setting and Reporting

This position is located in the Field Technology Section of the United Nations Mission in South Sudan (UNMISS), with duty station Juba. The incumbent will report to the Telecommunications Technician.

Responsibilities

Within delegated authority, the Telecommunications Assistant will be responsible for the following responsibilities:

Billing:
- Assists on Technical issues to Telephone billing unit (TBU) staff on PINCODE.
- Monitor the e-billing to ensure all PINCODE assigned and issued by TBU are captured.
- Assist TBU staff in case of any issue highlighted.
- Coordinate with PSTN service provider to ensure DID/DOD services are operational.
- Ensure all Official issued Mobile numbers are accessible form Mission desk Phone.
- Coordinate with TBU staff on issued Zain list accuracy.
- Modify or delete official Sim numbers from system based on TBU staff information.
- Performs any other related duties as required.

Assets Management:
- Assists in the receiving, inspecting and verification of all incoming Telephony assets and supplies.
- Assists in preparation of the scheduling of deliveries of Telephony end user terminal to users and coordinates returns in case of check out or faulty.
- Ensures that all the required spare parts and supplies are in place to minimize downtime.
- Liaises with the asset management unit regarding the upkeep of proper inventory records.
- Prepare distribution list of Telephony accessories for shipment to field locations.
- Performs any other duties as required.

Operations Support:
- Act on work orders assigned by the unit supervisor or FTS service desk.
- Carries out Installation and Configuration of Cisco UCM Servers, CUC (Cisco unity connections), IM & Presence.
- Carries out regularly scheduled preventative and corrective maintenance on telecommunications installations and equipment.
- Deployment of CUCM, IM and Presence, Cisco unity (CUC) and Jabber.
- Provide support in IP Phone configuration, installation, relocation, and repair.
- Ensure all Cisco UCM servers network connectivity and grounding, mitigate risk of equipment and services failure.
- Perform troubleshooting to isolate and diagnose network problems.
- Resolve complex Voice call issues with multiple variables.
- Troubleshooting skills for VOIP Protocols, SIP trunks, IP Phone registration, CDR, backup, root cause analysis through logs, voice mail and other features.
- Manage and ensure optimal operation of Telephony services Mission wide.
- Coordinate with other units to ensure internal and external Telephony services are operational.
- Plan training and mentor other national colleagues or clients in the field of Cisco unified communications and services.
- Assist with the preparation of specifications for the requisition of CUCM equipment, accessories and services related to operational requirement of the Mission Telephony network.
- Coordinate with PSTN service provider for SIP Integration and services 100% accessibility.
- Assists in the receiving / inspection of new equipment on technical specification as per PO.
- Carries out the installation of Auxiliary equipment such as uninterrupted power supplies.
- Programming, testing, and commissioning of new equipment before deployment.
- Coordinates with the network Management and Satellite (VSAT) Unit on Latency issues.
- Ensure Voice traffic smooth flow through GSC as well as internally.
- Assist to support with analogue extension line for Audio Conferences, PIO production rooms and TCC’s Military Components
- Coordinate with Microwave unit for VOIP availability for remote locations.
- Coordinate with NMU and SMU teams for Voice VLAN deployment, DNS, and network ports issue resolutions.
- Performs other duties as required.

Other duties and responsibilities:
- Ensures that all the required spare parts and supplies are in place to minimize downtime of ICT equipment.
- Assists with the regular preventative and corrective maintenance on Telephony equipment.
- Coordinates with the asset management unit regarding the upkeep of proper inventory records.
- Assists and organizes the receiving/inspection of new equipment.
- Assists with the installation of auxiliary equipment such as power supplies, UPS, Voltage Regulators, DC converters and various protection and remote-control systems.
- Coordinates with the infrastructure Unit to resolve any infrastructure glitches.
- Coordinates the activities associated with trenching, external / internal wiring, and conduit installations.
- Perform checking In and out of Mission Staff, update Tel directory and retrieve end user equipment.
- Assists other technical departments in the installation of switching equipment, main and sub distribution frames and assist with RF transmission lines and accessories as required.
- Troubleshooting with the regional team on issues relating to voice calling issues and resolve it remotely.

Education

Job - Specific Qualification

Certification (CCNA)/diploma in Telecommunications / information technology or another related field is required.

Work Experience

At least three (03) years of working experience in providing ICT operational support services related to assets, telephone billing, communications center, and/or ICT operations support is required. The minimum years of relevant experience is reduced to one (1) for candidates who possess a first-level university degree or higher.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
