Responsibilities & Context
An exciting leadership opportunity has arisen for a Consortium Manager (BHA-ILProject) to lead the delivery of Tearfund’s BHA funded project in Jonglei and Greater Pibor Administrative Area and will be accountable to the Area Coordinator for effective delivery of project activities and financial management of the entire Geographical Area of BHA project. The Consortium Manager leads and manages the Tearfund operational and partner- facing team in Jonglei and Greater Pibor Administrative Area. As the most senior representative for Tearfund in the project location, s/he is responsible for representation to the Tearfund consortium partner organisations, local authorities and to donors, and for the coordination with other NGOs and UN agencies. The Consortium Manager is responsible for project management and the implementation of programme quality and accountability commitments (both operational and partner facing) and for ensuring Tearfund policies and procedures are adhered to by staff. The Consortium Manager will be based in Duk or Bor South County with regular support visits to all BHA-ILS project locations. S/he works collaboratively with Program Managers in charge of locations where the BHA - ILS project is implemented. The successful candidate will have: Degree in Medicine or its equivalent from recognized Institution, Nursing, public health or health services management; Masters degree is preferable. Substantial and progressive professional experience in managing multi-million humanitarian response programs in either Health or Nutrition sectors within UN, NNGOs, INGOs and/or Donor agencies, preferably in fragile environments. Demonstrated leadership and management experience including extensive experience in senior management roles with project and budget experience responsibilities. Work experience with USG/BHA and experience with a consortium approach in fragile contexts. Experience living and working in South Sudan is a plus. Relevant field level experience in supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned) and reporting Experience in finance and procurement, strong understanding of systems and tools for financial planning and budgeting (including excel), and results monitoring; Experience in oversight and working alongside national partner organisations and capacity building skills Team working experience and ability to engage staff in fostering effective government and donor relations Proven security management experience Donor grant management Demonstrated line management experience and experience and sensitivity tested in diverse cultures Fluency in spoken and written English language. Leadership and management skills Significant understanding of complex relationships between NGOs, governments, and UN agencies Ability and experience in working with Government, multi-lateral agencies, civil society organisations and development partners to identify problems/obstacles and develop/implement practical solutions. Focus on details, excellent communications skills including in writing Flexibility, multitasking, effective prioritising work, focus of deadlines, focus on details, excellent attention.
