SUMMARY OF ROLE

The Surveillance Officer will assist the Senior IBBS Research Manager with administration
and logistics of the survey and coordination and technical oversight on the data collection,
processing, analysis and reporting of the IBBS including the formative assessment in Juba,
Rumbek, and Nimule in South Sudan.

The Surveillance Officer will work closely with the MHSS principal investigator (PI) and AHEC
Leadership team, including the Chief of Party, Senior IBBS Research Manager and all
Co-Investigators to coordinate all aspects of the IBSS. Key responsibilities include stakeholder
engagement, assisting in implementation of the formative assessment and IBBS among FSWs,
data analysis, report writing and dissemination.

Roles and Responsibilities:

  •  Manage the logistics for successful implementation of the formative assessment and
  • IBBS for FSWs in Juba, Nimule and Rumbek in South Sudan.
  •  Liase and engage with MHSS PI, Senior IBBS Research Manager and Co-investigators
  • in all aspects of the BSS, preparation, data collection and dissemination of the findings.
  •  Participate in the development and finalization of study tools and other related materials,
  • including operations manuals, interview guides and survey questionnaire, and participant incentive.
  •  Participate in hiring of other IBBS staff: Site supervisors, Coupon Managers, counselors,
  • interviewers, etc.
  •  In collaboration with Senior IBBS Research Manager, conduct the training for the data
  • collection team on formative assessment and survey staff for IBBS including respondent driven sampling.
  •  Work in collaboration with Senior IBBS Research Manager and MHSS PI to develop data analysis plan.
  •  Ensure timely supply of all the technical materials to collect behavioral data and biological samples,
  • conducting of HIV testing, and the provision of pre- and post-test counseling, referrals to care and treatment,
  • and monitoring dispatch of blood samples from the sites to the central office.
  •  Ensure all data collected is kept secured and safe
  •  Conduct supervision and monitoring visits during IBBS data collection in all study sites.
  •  Assist in data analysis of the formative assessment and IBBS according to the agreed
  • protocol and participate in report writing and dissemination of survey findings.
  •  Participate in preparation of regular reports on program activities for USAID/AHEC,
  • MHSS and the IntraHealth HQ Office.
  •  Communicate and report immediately to the Senior IBBS Research Manager and MHSS
  • PI on issues that may halt study implementation, non-adherence to the protocol,
  • study termination and adverse events encountered.
  •  Participate in the national IBBS TWG and provide feedback on implementation of IBBS.
  •  Perform other additional survey duties as assigned by the Supervisor.

Required Minimum qualification

  •  Degree in epidemiology, biostatistics, demography, International Development,
  • social science or related advanced degree relevant to the field of HIV/AIDS.
  •  At least two (2) years of experience in surveys and surveillance including designing,
  • implementing, analyzing data and evaluating results of programs.

Required experience

  •  Experience supervising data collection teams.
  •  Experience conducting data analysis for surveillance.
  •  Demonstrated experience in working and collaborating with high-level government,
  • civil society and donor institutions.
  •  Demonstrated relevant program experience working in an NGO environment
  • with a focus on development, preferably in the field of health and HIV/AIDs.
  •  Previous experience on donor-supported programs, preferably with PEPFAR, USAID,
  • CDC or DOD and strong familiarity of USG rules and regulations.

Preferred

  •  Previous experience in developing protocols, implementing surveys like
  • IBBS among key populations, and surveillance methods especially with respondent
  • driven sampling (RDS) methodology OR experience in HIV Surveillance preferred.
  •  Prior working experience in South Sudan preferred.

Knowledge and skills

  •  An understanding of the Next Generation PEPFAR indicators is desirable.
  •  Excellent facilitation and training skills.
  •  Strong verbal and written English and Juba Arabic language skills.
  •  Proficient in the use of statistical and analytical packages (SPSS or STATA).
  •  Excellent computer skills: Microsoft Office package, internet and e-mail use.
  •  Capacity to train and mentor others.
  •  Excellent interpersonal skills and demonstrated ability to interact
  • professionally with diverse people, clients, and consultants.
  •  Strong coordination and organizational skills.
  •  Demonstrated competence to assess priorities, manage a variety of activities in a
  • time-sensitive environment, and meet deadlines with attention to detail and quality.
  •  Ability to work as an effective team member in a complex and fast-paced environment.
  •  Good reporting and writing skills.
