Responsibilities & Context
Duties Include
  • In collaboration with National MHSS IBBS Principal Investigator (PI), provide overall technical leadership and scientific support to finalize the design of the formative assessment and proposed IBBS for FSWs in Nimule, Juba and Rumbek in South Sudan. This includes:
  • Review and finalize the developed formative assessment and IBBS protocol, study tools and other related materials, including interview guides consent forms and survey questionnaire, and participant incentive and mapping activities.
  • Develop operations manuals on use of instruments and fieldwork procedures, including sampling procedures and standard operating procedures for data collection, sample handling, and transportation.
  • Process USAID, CDC IRBs, and Local IRB approval from MHSS Research ethical committee.
  • Develop training materials including presentation slides, facilitator guide, participant manual and any other references or job aides.
  • In collaboration with Surveillance Manager, train study staff on formative assessment and IBBS data collection and processing.
  • Pilot IBBS tools and refine the survey tools as applicable.
  • Lead development of data analysis plan in collaboration with Surveillance Manager and MHSS PI.
  • Provide overall management and leadership to the AHEC IBBS survey team and lead external representation of the study with all stakeholders
  • Be responsible for communicating and reporting immediately to the PI on issues that may halt or delay study implementation, non-adherence to the protocol, study termination and any adverse event encountered.
  • In collaboration with MHSS PI, provide overall leadership in the compilation of findings and report writing including recommendations for each target group in the survey, as well as for the partners.
Qualifications
  • Master’s degree in public health with 6 years, a clinical discipline, social science, or a related advanced degree relevant to the field of HIV/AIDS prevention, care and treatment, and/or health information systems, and/or epidemiology. MD or Ph.D. preferred with 6 to 8 year of related experience.
  • Strong experience in conducting and leading Integrated Behavioral and Biological Surveillance (IBBS) studies, preferably with key populations in South Sudan
  • Demonstrated experience with leading or supporting implementation of IBBS in different countries, as evidenced by publications or presentations in international journals or conferences or authorship of study findings (first or last or corresponding author for the IBBS)
  • Demonstrated experience providing consulting or research management services to international NGOs, multinational organizations, and/or governments on areas of public health, particularly HIV prevention and treatment or working in leadership position on donor funded HIV/Prevention and treatment projects.
  • Experience with CDC, USAID, and PEPFAR stakeholder collaboration, performance indicators and reporting systems.
  • Willingness to travel extensively in South Sudan.
  • Strong verbal and written English skills required.
