Mission and objectives

Under Resolution 2677 (2023), the Security Council determined that the situation in South Sudan
continues to constitute a threat to international peace and security in the region.
The Council extended the UNMISS mandate until 15 March 2024. It also emphasized that the Mission should
continue advancing its three-year strategic vision defined in resolution 2567 (2021)
to prevent a return to civil war, build durable peace and support inclusive, accountable
governance as well as free, fair and peaceful elections in accordance with the Revitalized Peace Agreement.
Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all
necessary means to implement its mandate which includes: (a) Protection of civilians
(b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the
Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of
humanitarian and human rights law The overall ceiling for uniformed personnel is maintained at
17,000 troops and 2,101 police, including 88 corrections officers. Please refer to https://unmiss.

Context

This position is located within the Warehouse and Commodity Management Section of the United
Nations Mission in South Sudan (UNMISS). The UNV Officer will be based in Juba HQ, Central Equatorial State.
Juba HQ classified as an “E” hardship duty station and a non-family duty station. The incumbent reports to the
Team Leaders, Centralized Warehouses unit in Juba HQ. Centralized Warehouses intends to fill up a vacancy for
Property Disposal Assistant, Property Disposal Unit (PDU) in Juba. The primary objective of the PDU in Juba is
to support the Mission and all its components by ensuring the timely disposal of written-off inventories and
equipment in a cost-effective manner. PDU is responsible for strengthening stewardship and accountability
of written-off assets and inventories (financial and nonfinancial Assets & Inventories) while achieving greater
efficiencies and economies of scale; and striking a balance between controlling and enabling flexibility in
running daily operations. In the absence of the said staff in Juba, an ability to ensure operational efficiency
of supply chain functions will be limited due to manpower constraints, therefore the requirement placed to
support UNMISS operations with adequate manpower.

Task description

Under the general supervision and guidance of the Chief PDU of Centralized Warehouses,
the Property Disposal Assistant is responsible for the following:
• Receiving and processing the expendables and non-expendables and preparing the Disposal Yard Delivery Forms.
• Preparing Property Release Vouchers and Gate Passes for items approved for final disposal;
• Supporting identification of “minimum, restock (re-order) and maximum stock levels” of Supply warehouse materials;
• Preparing various Write-Off and Disposal Activity Reports including Key Performance Indicators (KPIs),
inventory, one hundred percent (100%) accuracy and statistics reports; • Providing supervision and training
to junior personnel in stock handling, records keeping, receiving and inspection, operations in the disposal
yard, delivery of goods and reception of proper documentation for items received/released;
• Ensuring that the Property Disposal Unit personnel carefully monitors the handling of vouchers,
picking of stock and preparation of Property Release Vouchers for delivery to contractors, in order to avoid potential mistakes in the process;
• Tracking the issuance and consumption of items and keeping proper records of issuance;
• Supporting the initiation of write-off actions and coordinating with Service Support Sections/Claims/Board of Survey
(BOS)/Local Property Survey Board (LPSB). Updating asset status in the UMOJA system and prepare the
Disposal Case Files and Disposal Certificates for Chief PDU approval; • Undertaking the conduct of monthly
stock take of items stored in PDU Yard. Conducting annual full physical inventories as required;
• Receiving, storing,maintaining, security and issuing of stocks to the PDU customers and maintaining an accurate transaction history for
all receipts and issues. Conducting proper warehouse housekeeping on a continuous basis.
Ensuring all items received for storage are labeled, properly arranged in the storage shelves/bins and correctly
entered into the database; • Supporting the planning of PDU requirements for the customers in the region.
Liaising with the County Support Base (CSB) Administration Staff regarding PDU requirements;
• Ensuring database accuracy for the movement of stock in the PDU yard.
When discrepancies are noted, initiating investigation and correction of database records as required;
• Submitting reports at prescribed time intervals for activities related to Property Disposal to Environmental Unit;
• Deal with the contractor for Collection and Disposal of Non-hazardous and Hazardous Waste.
• Performing any other related tasks as may be required by the Chief Property Disposal Unit.
