Responsibilities & Context
Job Purpose

 

This assignment aims to engage a seasoned consultant to support UNFPA implementing partners in integrating HIV prevention, treatment, care, and support into their humanitarian programs. The expert will conduct capacity building trainings and mentoring for UNFPA partners implementing humanitarian programs. S/he will review the existing work plans of implementing partners and propose areas where synergy effects could be established. The expert will link UNFPA implementing partners to HIV response coordination mechanisms at national and sub-national levels. S/he will develop key messages that partners could use to advocate for mainstreaming HIV in humanitarian settings during humanitarian cluster coordination meetings at national and sub-national levels.

 

You Would Be Responsible For

 

The consultant will be stationed at the UNFPA South Sudan Country office, with necessary field visits to UNFPA humanitarian hubs in Wau, Malakal and Bentiu. The consultant is expected to use his/her own computer equipment for the task and will report to the Integrated Sexual and Reproductive Health and Rights (ISRHR) unit with day-to-day engagement with and technical support from the Humanitarian Unit. UNFPA will facilitate meetings with key stakeholders, including UN agencies and government counterparts, and provide transportation to field locations as agreed during the assignment.

 

Key Deliverables

 

The Consultant Is Expected To Deliver The Following Outputs

 

  • A comprehensive analysis of existing project documents of UNFPA and implementing partners to identify potential areas for HIV response integration.
  • Assess existing capacities of UNFPA implementing partners to integrate HIV response into their ongoing and planned humanitarian response.
  • Submit an inception report within 5 days of the contract signing, outlining the consultant's understanding of the assignment, methodology, findings of the comprehensive analysis and capacity assessments with the proposed recommendations against their timelines.
  • Develop a capacity building training and mentorship tool that takes into account the findings of the capacity assessement. The capacity building and mentorship tool will be accompanied by a capacity building plan with indicative dates.
  • Organize capacity building trainings for implementing partners using different interactive methodologies. The training will be followed by a two-week mentorship program for each partner where the consultant will spend two weeks with each implementing partner to ensure that the skills from the training are applied and integration is implemented in the ongoing and planned humanitarian projects.
  • Develop key advocacy messages in consultation with OCHA and pre-test these messages through UNFPA-led coordination bodies: GBV sub-cluster and RH working group. The key messages will be used to advocate for the prioritization of HIV response in the overall humanitarian response of South Sudan.
  • Develop a practical toolkit to guide the integration of HIV responses into humanitarian action, developed based on best practices and the South Sudan context.
  • Conduct a small-scale qualitative study to assess the progress of the integration and potential areas for improvement.
