Position Description

The Deputy Chief of Party (DCOP) is a South Sudanese national who works in tandem with the COP to lead the Activity. S/he is responsible for planning and then overseeing implementation, developing strategies and driving the refinement of approaches, working with technical specialists (in country and at home office) to ensure adaquate quality control of the program’s technical interventions, and representing the program in high-level working groups, in donor, national stakeholder, and in other fora where the program’s goals, aims, and investments must be developed. The DCOP supervises IYEA technical personnel and coordinates local and international partners technical work into an integrated workplan that achieves results and reaches targets. The DCOP ensures the timely submission of all required program deliverables and reports, working closely with the MEL, Finance/Operations and Management teams.

The DCOP reports directly to the COP.

Qualifications

The candidate for the position of Deputy Chief of Party shall be a South Sudanese national residing in South Sudan and have at a minimum the following qualifications:

Education:

Master’s degree in management, Education, Public Administration, or a related field, and/or a comparable number of years of professional experience

Skills and Experience:
  • Minimum of 8 years of experience in education and/or youth development or similar programming.
  • At least 3 years of relevant management, supervisory, or technical experience working with programs that are of a similar scope to this activity.
  • Experience with USAID programs and knowledge of USAID rules and regulations desired.
  • Strong leadership, planning, coordination, management, presentation, reporting, and communication (both oral and written) skills and the ability to implement projects with diverse subject matter.
  • Demonstrated capacity to successfully lead multi-disciplinary teams to implement and advance program activities in alignment to the agreed upon workplan.
  • Demonstrated experience of successful interactions, coordination and partnerships with a variety of partners and stakeholders (host government, US and international donors, youth, private sector, etc.) desired.
  • Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders.
  • Ability to drill down to the details of programming to ensure implementation plans are planned and executed to the highest quality standards
  • Ability to identify and coordinate multiple experts and staksholders to drive programming and achieve results- and then communicate achievements (and challenges).
  • Demonstrated ability to work in an ambiguous and rapidly evolving environment, must be comfortable with constant change of local leadership / partners, and multiple, competing priorities;
