Position title: Consultant – Research Officer
Duty station: Juba, South Sudan
Organizational unit: Displacement Tracking Matrix (DTM) Unit
Reports directly to: Programme Coordinator (Displacement Tracking Matrix (DTM))
Duration: Six months
II. Organizational Context and Scope
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall supervision of the Chief of Mission in South Sudan, the direct supervision of the Programme Coordinator (Displacement Tracking Matrix) (DTM), the Research Officer will be responsible for supporting and coordinating all the research studies of the IOM South Sudan Country Office (CO).
III. RESPONSIBILITIES AND ACCOUNTABILITIES
- Be the focal point for planning and implementation of all research activities to support IOM’s programmes in South Sudan including population mobility dynamics, solutions to internal displacement, return and reintegration,
- Coordinate various research activities of IOM South Sudan to ensure the coherence and use of appropriate tools, data management practices and analysis to support IOM programming.
- Conduct and coordinate literature/desk reviews and identify the information gaps and research questions that needs to be addressed in relation to IOM programmes in South Sudan
- Formulate research questions, scientific and ethical research methodologies, data analysis framework, operational data collection and survey management plans in coordination with respective programmes team, DTM support in RO and HQ.
- Manage the quantitative and qualitative data collection in coordination with DTM operations teams and implement quality control measures during the data collection activities.
- Conduct and/or coordinate data analysis using statistical methodologies and other advanced techniques to draw inferences to support IOM programmes.
- Write and/or review research reports to disseminate research findings and coordinate the report review process to ensure the timely publication of the research report.
- Conduct presentation to inform partners on the research findings and receive feedback on the research ideas to enhance the quality of the research.
- Ensure the data collection, analysis and sharing for all research activities are inline with IOM data protection principles and appropriate statistical disclosure measures are implemented before sharing the data with the stakeholders.

IV. Required Qualifications and Experience
Education
- Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, Mathematics, Engineering, or a related field from an accredited academic institution with two years of professional experience in managing social research and other relevant programmes ; or
- University degree in the above fields with four years of professional experience in managing social research and other relevant programmes.
Experience
- Proven experience in designing and implementation of assessments, field-based research and analysis, protection monitoring, programmatic impact monitoring.
- Experience in research and assessments on post-conflict and peacebuilding.
- Experience of peacebuilding programming are desirable.
- Experience in South Sudan or in other conflict and post-conflict contexts in Africa is an asset.
- Experience in post-conflict environments is an asset.
- Experience mandates and programmes in the recovery response, Internally Displaced Persons (IDPs), post-conflict environment, triple nexus, and development.
- Experience in the application of Gender awareness and sensitivity in the programming
SKILLS
- Excellent analytical, communication, writing, reporting and presentation skills.
- Knowledge of UN, IOM and Non-Governmental Organisation (NGO) mandates and programmes in the recovery response, Internally Displaced Persons (IDPs), post-conflict environment, triple nexus and development.
- Excellent coordination and computer literacy skills.
- Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from diverse cultures and professional background.
- Demonstrated organizational skills; the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment
- Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings.
- Knowledge of peacebuilding and recovery Principles, international standards, and Frameworks.
V. Languages
Required: Fluency in English (oral and written).
Desirable: Working knowledge of Arabic
