Objectives of the Programme
The 2015 Measles Strategic Plan for South Sudan provided a comprehensive framework, outlining various strategies and activities aligned with the global measles elimination agenda by 2020. These strategies encompassed supplementary immunization, accelerated immunization initiatives, measles surveillance enhancements, and the reinforcement of case management protocols. Notably, the measles catch-up campaign was initiated in 2005 and extended into 2006, followed by five Follow-up Campaigns conducted in 2011, 2014, 2016, 2020, and 2023.
In continuation of its commitment to measles elimination, South Sudan is gearing up for a nationwide Measles Follow-up Campaign scheduled for 2025, covering all 80 counties. To ensure the success and quality of this crucial campaign, Technical Assistance is needed to support the Ministry of Health in the preparation of a Measles Application to GAVI.
It's worth noting that South Sudan currently stands as one of only two countries within the AFRO region without a Measles second dose incorporated into its immunization schedule. In addressing this gap, the consultant will play a pivotal role in supporting the development of a Vaccine Introductory Grant application to GAVI for the inclusion of the Measles second dose. Also, in line with recent recommendation the country plans to transition from 10-dose to 5-dose Measles-Containing Vial.
TORs & Deliverables: -
Under the guidance and leadership of the WHO Communicable Disease cluster lead and the focal person for EPI, the officer is expected to work closely with the Ministry of Health, WHO, UNICEF, IOM
Deliverables: -
a) Assist the country in submitting a comprehensive Measles application to GAVI, inclusive of a detailed budget.
b) Facilitate the submission of a Measles Second Dose application to GAVI, complete with budget lines.
c) Collaborate on the development and submission of a switch application to GAVI, including a well-defined Plan of Action and budget allocations.
Qualifications, experience, skills and languages: -
Educational Qualifications
Essential: An advanced university degree (master's level or above) in public health, management, public administration, or a related field from an accredited/recognized institute.
Desirable: Medical degree from a recognized University.
Experience
Essential: At least seven years of professional work experience at national and international levels in measles and rubella elimination initiatives, routine immunization, and vaccine preventable diseases and surveillance programs.
§ Demonstrated experience in development of GAVI applications
§ Experience in countries with special needs (fragile settings)
Desirable: Experience in the use of GAVI budget template
Skills/Knowledge
§ Ability to work closely w ith national and international actors with tight deadlines.
§ Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships with both national and field staff.
§ Good computer skills, including spreadsheets and databases to monitor key campaign indicators.
Languages and level required.
Essential: Excellent knowledge of English. Working knowledge of Arabic will be an added advantage.
