RI is implementing a BHA funded Humanitarian Integrated Response in Upper Nile (HIRUN) project which aims to r each the most vulnerable, hard-to-reach communities in Upper Nile through targeted interventions to improve health, nutrition, shelter, WASH and protection outcomes in order to reduce morbidity and mortality while leading a safe and dignified life. HIRUN builds on RI’s its ongoing Mobile Medical and Nutrition Units in four counties of Longechuk, Maiwut, Nasir and Ulang. RI will implement the project in partnership with ALIGHT who will focus on the implementation of protection and shelter activities in the same counties.

Position Summary:

Reporting to the Program Director, the Program Manager- BHA is the overall lead for the South Sudan’s Humanitarian Integrated Response in Upper Nile (HIRUN) project. The BHA Project Manager will oversee all aspects of the project to ensure quality implementation and coordination within the HIRUN consortium. The roles and responsibilities will include but not limited to program planning, quality and progress monitoring, and budget management, reporting, human resource planning and management, and risk management. The PM will manage all aspects of the Partnership with ALIGHT, and will represent the organisation at selected external forums. The PM will be expected to actively contribute to the program design and development in South Sudan. The role will work in close collaboration with the Health and Nutrition Advisor, Nutrition Manager and other key departments.

Responsibilities and Duties:

Program Management

•  Offer strategic program management leadership to the HIRUN project.
•  Under the supervision of the line manager, provide planning, programmatic and technical support to the HIRUN project.
•  Ensure activities are in line with the approved project proposal, budget and implementation plan, communicating issues/problems in advance to line manager and preparing course corrections as needed.
•  Provide leadership for the assigned project, working to ensure short and long term impacts and outcomes are successfully achieved and there is a positive impact for the beneficiaries, local authorities and local partners.
•  Ensure the HIRUN expenditures are in line with approved budgets, advising on potential under/over spending and recommending appropriate corrective action
•  Continuous supervision and monitoring of project activities, regularly evaluating progress of the outputs and targets (through on track/off track assessments) and develop corrective actions in coordination line manager and colleagues to mitigate any delay in implementation.
•  Raising PRs based on program procurement plan/spend down plan and coordinate with operations department to ensure procurement is received in a timely manner.
•  Under the guidance of the PD, work constructively with support teams to ensure sound administrative practices with regards to record keeping and communication/visibility and ensure programs are implemented in compliance with donor requirements through the project lifecycle.
•  In collaboration with the PD and the Grants Unit, organize and lead program kick off meetings, grant review meetings and grant closeout meetings.
•  Draft all technical donor narrative reports and other internal program reports and submit to the line manager for review.

•  Properly manage the partnership with ALIGHT which includes ensuring that the organization is managing and implementing project activities in line with BHA Agreement and RI policies; facilitating capacity building on any gaps identified; reports are submitted on time, and manage the communications between RI and ALIGHT. Program Quality Assurance
•  Develop recommendations and guidelines for ensuring health, nutrition and WASH program quality across field locations and health, nutrition and WASH program sites
•  In liaison with the MEAL Manager, routinely review existing data collection capacities and help the team improve facility-level data collection and reporting
•  Maintain a resource library for the health, nutrition and WASH team and keep up-to-date with the latest trends and updates within the target sectors. Ensure relevant health and nutrition staffs have access to appropriate information when needed
•  Actively participate in the identification and management of any disaster or epidemics or direct response
•  Ensure health and nutrition projects are implemented in line with donor proposals and in accordance with RI, donor, country and international standards such as Sphere and HAP standards including WHO recommendations
•  Regularly assess and provide feedback and recommendations to GSO/RSO advisors, as well as field staff on the quality of health and nutrition programs and interventions during field visits and at other relevant times.
•  Ensure Accountability mechanisms are implemented and upheld

People Management

•  Create and maintain a work culture based on mutual respect, team spirit, where accountability is promoted, alternative viewpoints are welcomed, the team strives for excellence, and is conducive to professional growth

Program Development and Representation

•  Develop and maintain proactive relationship with local technical ministries, UN, INGO forums, donors, partners and other key stakeholders to maintain program visibility, quality and improve partnership
•  Represent RI at various technical sector meetings, regional meetings, webinars and learning events as required, in coordination with technical program managers and share learning across the team

Qualifications

•  Master’s Degree in Public Health or relevant qualifications
•  Minimum 5 years of demonstrated experience in Health and Nutrition Sector
•  Excellent proposal and report writing skills. Knowledge and practical experience of the principles and the design, monitoring, implementation and evaluation of humanitarian public health projects
•  Experience with project planning and grant management oversight (multiple donors) in humanitarian emergency context
•  Previous experience with managing nutrition programming (TSFP, OTP) is strongly recommended
•  Excellent negotiation/advocacy skills within varying cultural and professional contexts, in particular regarding donors and government officials
•  High level of skill in developing, implementing and training others in the tools needed for program cycle management monitoring and review
•  Skilled in, and committed to, community participation/interaction, field visits and presence in program areas
•  Practical experience managing staff and programs in insecure locations
•  Knowledge of Humanitarian Essentials, Sphere and CHS Standards, protection issues and other international humanitarian guidelines and protocols
•  Fluent and articulate in spoken and written English
•  Flexible and ability to cope with basic living conditions in the field in context of humanitarian and under developed countries

This position is based 50% in Juba and 50% across all field locations. Within Juba, we offer the post-holder:
